thank you, i'm from the u.s.- - south carolina in particular. I was actually asking about the on-coming lane going straight through the intersection, not turning at the intersection. But, the tricky part of it is the fact that they were going straight through an on-road parking "lane", and not an actual through lane. So, while both of the other two lanes were stopped because of traffic, they were speeding through a lane that is designated for on-road parking.

If you are turning left you should stay in the left lane at the end of the turn. Meaning your car should be in the lane closest the double yellow line.
