How can I cut a video on Windows Movie Maker?

Can you recommend a FREE video editing program that is like Windows Movie maker only more stable? I only need to cut/splice video clips (without effects) but I *do* need the storyboard. I also need a free (NOT TRIAL!) download under 20MB (dial-up). Help?
