What can I do when the clouds are blocking my view of the stars and planets?

Go to the bar.

You can go watch television.

There are large cannon-like devices available that you can use to shoot a salt variant into clouds to "seed" them. This will cause them to immediately rain (although probably not much) and thus disappear, as clouds are nothing but water vapor.
