What is a Vector Image?

What is a vector art in photoshop ? I know to use photoshop but have a problem with the term "vector". How can I convert an image to vector or how to create my own vector image. Also send me a particular website other than those which are a waste. Thanks!

    There are two basic ways of storing graphics images in computers - bitmaps and vectors. In a bitmap a record is kept of the colour of every pixel (picture element, or on-screen dot). Consequently when a bitmap is enlarged it can be seen to consist of square blocks of colour. Vector images use mathematical formula to store curves, shapes, colour, etc. and they don't become blocky when enlarged. Photoshop stores images as vector images and even if you convert a bitmap images to vector - ie open a .bmp image and save it as a .psd the original blockiness would still remain.
