If a modulation of a third is a tertiary modulation, what is a modulation of a whole tone, a binary modulation? This doesn't sound right...

A modulation of a third IS a tertiary modulation, but weirdly there isn't a binary or secondary modulation in music. By far the most common modulation is to the dominant, chord 5 (V) and techinically the quintinary, although it's never called that. A modulation of a tone, otherwise known as the cheesy rise of a step that happens towards the end of most pop songs, is actually a modulation to the dominant of the dominant or 5 of 5 (V/V). Although now a common device in mainstream pop the use of this chord to provide colour actually comes from the harmony of Bach.
