I have a science project involving plants and they're not growing. It's been two weeks already. I asked my teacher if I could switch out projects but she said no. What should I do?

its the way you write it up that is the important part. experiments often go screwy and dont cooperate. perhaps more sunshine would help.

document everyting you did and bring it in. The way it sounds you won't fail if you tried. your results aren't great, but if they didn't grow youwill need to find out why to complete your project.
