If you know of a crime committed is it a law that you have to turn it in? and does it make you just as guilty as the person whom actually committed the crime?

Answer:
No. You have no duty to report a crime. However, you cannot lie to the police or do any action that would conceal or cover-up a crime. For example, if you saw your friend steal something and the cops ask you if you know who stole the item, you could not say no. That would be obstruction of justice. You could refuse to answer (i.e. remain silent). Although, if subpoenaed to testify in court, then you would be compelled to answer.
