Why do people attend a wedding in January like it's the middle of July? Strapless dresses and open toe shoes in the snow?

Because the adrenalin from the wedding warms people from the inside and they don't feel the cold. They are too happy to give much attention to it. Also wedding in the snow time is romantic.

I guess if they are in Florida or Hawai'i it's understandable, but the high temp here today is 43 degrees F, and ain't no way my toes are being exposed to that! To answer your question, I guess style outweighs comfort and common sense for some folks.
