    Part A here has nothing to do with part B. Elected executives typically appoint advisers and cabinet members and most of them are from their own party. Frankly, government jobs don't pay that much compared to the private sector. As for the solution in California, they need a constitutional convention in the worst way imaginable. Between supermajorities and initiatives, the state is ungovernable by design. And its overall economy and quality of life will soon suffer as a result if measures aren't taken.
