Actually its because the cold causes our skin to vaso constrict to preserve warmth. This increases our blood volume which causes it to becaome more dilute. Our kidneys want to get rid of the extra fluid and so you pee more. It is one of the reasons that you can get dehydrated rapidly in the cold which aggravates frost bite. So, you have to drink more when it is cold if you are going to winter camping. (which my father called going way out of your way to be uncomfortable.) Theres also a story about the Russians who knew about this and the Germans didn't. A russion army LT who had a case of frostbite got into a great deal of trouble. So he watched his men drink extra water if their urine looked to dark.
