Is it illegal to change your IP through the command prompt?

UPLOADING sites always say to me " your ip is already downloading the file " when i try to download.... such as from rapidshare ,deposite, easyshare ,...etc so how can i get ride of this message? i tried to change my ip from command prompt but i can't....

  Maybe you are using some download manager. Some sites just don't wan't you to use them because you could use too much bandwidth. http://en.wikipedia.org/wiki/Download_manager ---------- ADDED ------- "Your system complaints about that I am already downloading files or that I have already downloaded too much.
