Assuming that you're not misusing "worksheet" to mean "workbook" ... Many times Excel is used as a flat-file database with different tables of information stored in different worksheets. It wouldn't make much sense, for example, to have a single worksheet with tables for "Item Master List", "Purchase Orders" and "Vendor Master" and "Personnel", for example (among the many tables of data that can be stored for even the simplest business application). So users who elect to use Excel in this way will often have separate worksheets in a common workbook (file) to store different types of information in different tables, which can then be used for lookups and data validation on sheets that reference one or more of the tables. Another perfectly valid reason is to present different views of data in a simpler format than Excel's native "View" layouts. Also pivot tables, charts, and other print layouts are often simpler to display and print on separate worksheets.

Sometimes you have a project that has multiple components that require different forms yet inter-relate in such a way that they need to be in the same file. For instance, I have a spreadsheet for designing weapons for role-playing games. Each weapon type has it's own calculations and designing the projectile for non-energy weapons requires yet another. That requires a separate worksheet for each, but because the calculations from one worksheet often affects certain fields on other worksheets, the end result is that I have a single file with multiple, different worksheets.

To use the same format, but add different information, adding a sheet will keep it all in one file.
