Can someone give me the formula of how much sea salt I need to add to a litre of water (RO'd) to get a sg of 1.020-1.023 at 25-26 degree celius.I know it is all down to other chemicals hardness etc but surely must be a rule of thumb somewhere out there.

Even if you have experimented and found what the ratio is, you should only use that as a general rule. But you should always keep an eye on, and test your tank water and the water used for water changes. A refractometer is probably the best choice.
