Different TV's respond to different IR codes to power on/off and change channel/volume. You have to teach the remote to talk to your particular brand of TV. This generally involves pressing a particular sequence of buttons on the remote and then entering a 3-digit TV code. The instruction manual for the RCA remote should be able to tell you how to do this and how to find the appropriate 3-digit code. If you no longer have the manual, perhaps you can find some instructions on the RCA website.
