How can I fix my tv when it won't turn on?

My rca remote wont turn off/on the tv and it wont change channels how can i fix it

This generally involves pressing a particular sequence of buttons on the remote and then entering a 3-digit TV code. The instruction manual for the RCA remote should be able to tell you how to do this and how to find the appropriate 3-digit code. If you no longer have the manual, perhaps you can find some instructions on the RCA website.
