Embassy is the head quarters located in the capital city of a country. It's branches, located in different important cities of the country, are designated as consulates managed by a group of consuls. The chief of them in each consulate is called high consul. An ambassador must be a learned person to represent the culture of the country of his origin. Normal degrees with administrative abilities are sufficient to become consuls. There will be only one ambassador in a country.
