Why does only one of my surround sound speakers crackle at low volumes?

Certainly, as long as they all have the same impedence and power ratings/requirements. You would want to balance then between left and right, and have two of each kind or they won't sound as good. Having said that, there are some speakers this won't apply to such as Bose 901s.
