1. Reduce overall friction by using ball-bearings if possible. If the wheels/hubs are simply rotating around a metal axle, polish the axle & use graphite lubricant. 2. The car's thrust has to not only accelerate the vehicle forward, it has to also cause rotational acceleration of all 4 wheels. This can be minimized by using wheels with the lowest possible moment of inertia. Use the lightest possible wheels (thin and not too dense) with most of its mass distributed closer to the hub rather than the outside of the wheels.
