If your webcam came with a CD, install it. Alternatively, update your PC's sound card drivers. If the cam didn't come with a CD, browse the web and see if you can find any drivers for it. If there are none, go to the manufactures website of your computer, hit up their support section and find "drivers and downloads" or something similar, type in your PC model, download the latest sound card drivers.
