How can I become a citizen of Costa Rica?

Is costa rica one of the countries that requires you to give up your U.S. citizenship in order to be a citizen of Costa rica? Is there a list of countries that do and don't require denouncing U.S. citizenship to become a citizen of that country?

    I have a friend who lived in Costa Rica and all that seems to be required to live there is having a little cash flow. He said you can live like a King on $350 a month. Costa Rica is a very poor country and he says a small "fee" paid to the police will insure you are never harassed or arrested for anything. He restores yachts and boats for a living and wanted to move to Tahiti and he had to marry a Tahitian (Very Young Tahitian) girl to get citizenship and be allowed to work there. I kind of lost respect for him when he married the Tahitian girl. He would go to prison in the US for marrying someone that young or even thinking about it.
