Should i apply for jobs now before relocating?

I am relocating, but my problem is that I am applying for state jobs. I have put in for over 8 positions, teste

  • and passed with high scores, however I am being told that I will go at the bottom of the list regardless of my score because I am out of state. They are suppose to go by the Merit system which means by the test score. Does anyone know if they can skip over me because I live out of state?

Move into the state, get a different or temporary job, and then apply to the state again after you've established suitable residency. I would guess that they can skip over you, if that's what they are telling you--most state governments are highly regulated and it wouldn't surprise me that in the current unemployment and economic situation in the country that they are hiring their residents first.
