How does somebody outside the USA buy Silk to install on my Amazon Fire. The version supplied does not work

Even if there were a paid version of Silk (there isn't) you wouldn't be able to download it because right now the Amazon Appstore is limited to domestic U.S. customers. You might try the Dolphin browser (either Mini or HD) instead.
