Those born blind from birth really don't have a visual cortex; minus visual stimuli, it is reprogrammed for other purposes. But those who for instance damage their eyes after the visual cortex is formed do indeed have visual dreams. very interesting question. i would think that dreaming still happens, somehow, although it may be different than what people with sight experience.

Dreaming isn't based on being able to see, it's all imagination. If the person had never been able to see then their dreams would probably not be visual, rather auditory. If the person had gone blind, then their dreams would probably be the same as anyone's who could still see.
