Photo ID, like a driver's license, military ID, or even a state ID card, is definitely preferred. However, you MIGHT be able to get a passport without it by submitting as many types of secondary ID as possible. Secondary identification can include things like a credit card, library card, insurance card, yearbook photos, and utility bills. If possible, get someone who's known you for at least 2 years to go with you when you apply and swear an affidavit saying you are who you say you are. If you can submit enough secondary ID to convince the Department of State of your identity, they may issue a passport. But they may also decline to issue one unless you submit additional documentation.
