Can a person with a suspended drivers license for life obtain a drivers licence in another state?

This situation is unique because it involves an employee of a U.S. Governmental agency, who I believe either has the influence, or knows of someone within said agency who has the influence that would allow my friend to obtain a valid Tx drivers license. BTW, the person to whom I refer is not me, as your answer implies by the use of quotation marks on the word "friend". No offense, just wanted to clear things up a bit. At any rate, I've probably given too much information as it is. I was just curious, that's all. Thanks again!

My use of quotation marks was to imply that this person is not a friend, but a jerk.

"it involves an employee of a U.S. Governmental agency" If your friend is a governmental employee, then your friend should be able to be licensed (if needed by the job) to drive BY THE FEDERAL GOVERNMENT exactly as the Post Office and the military branches can do. That lieutenant driving that troop transport down the interstate highway (which is what President Eisenhower had them built for) does not need a driver's license as long as he has his military ID on him.
