How can I watch Netflix from my laptop to my TV. My laptop has HDMI port and a VGA port, but I also have a cable box.

You are going to have issues. Svideo is not high quality video. You can purchase VGA to Svideo adapters, but you will never get the high quality digital output that you really want. (S-video is old, analog technology. Netflix and HDMI are digital technology. You will be converting high quality to low quality to make this work.)
