Although the "convention" is that you can only send a direct message to someone who is following you, reportedly the Twitter servers don't always enforce this very accurately.

i'm fairly new, but as far as i know, if you post a tweet and include their username with @ in front of it it will be posted e.g. @AnswerBag does that work?
