Websites with (live?) video and chat (text?) are possible yes. There are many on the net already. you just have to pay, and there of an "adult" nature... If you wanted to do it properly (not that I know the exact details of how) you would need quite a lot of money to get it made, and then more to keep it on the web and running smoothly. Doing it all yourself would likely be very difficult, you'd probably need to find a company that specialises in what your looking for and paying them to run it for you. (assuming your looking to do something like that) Web Designers/etc can make pretty much anything. If its not stupidly impossible, and you have enough money!
