Is it possible for a laptop video card work perfectly except when it switched to full screen mode?

Video works perfect in windowed mode if I switch to full screen all turns black a white and has vertical lines running through the video. Notice it most while using Skype. Using a HP DV9000 vista 4 gig ram

Just during playing video Same when I turn on Skype but if I use Yahoo messenger the video of the caller and myself are perfect.
