How difficult would it be to enforce a law against offshoring some kinds of knowledge based jobs?

Answer:
If people in our own country invested in their knowledge then there would be no need for offshoring. The cultural, logistical and communication difficulties would far outweigh any cost savings. As long as our own people shun studies in engineering, math, computer science, and various technologies, one HAS to start looking overseas.
