It is Progressive insurance. I love Flo's character. I have wondered that same thing and was just searching the Net for an answer when I found your question. That one with the dog in it, that lady sure looks like Flo's sister for sure. Maybe they just made her up to look like her but she even has the manerisms. Could just be conincidence though. I wish we could find out the answer!
