How to create modern databases with C#?

What barcode databases can I use to create a program?

There's an iPhone App called RedLaser which allows people to use their phone's camera to capture a Barcode and then the App will tell them what it is, and the available prices online. I know that RedLaser has it's own personal Database. I want to create my own program (website, & iphone app) that will scan all retail barcodes. I don't want to have to manually write down every barcode in existence. What databases are there that I can either use for free or pay for? Any information on the topic would be very appreciated! Thanks!

In Canada, anyone may "negotiate" with any manufacturer and/or any vendor ... some places, like Sears, Zellers, and Canadian Tire, offer their barcodes free, while others charge a small fee, and some refuse to allow their database to be used.
