How can you tell when he is flirting?

How can I tell if a guy is flirting or just acting silly?

• I work at a grocery store, and I am 21. There is a coworker, 35, at my job who keeps teasing me about my hair, jokingly. Its fairly long and he keeps saying hes gonna cut my hair. And then the other day he goes "im just kidding, your hair is too pretty to cut!" and he also notices my jewelry and asks if my jewelry is real (theyre not theyre just 20$ earrings from Target) and hes says they look really shiny and brilliant. is he just being observant or silly or flirting? i can never tell if teasing is a form of flirting, with men.
