Most likely. Cops and especially firefighters go through extremely difficult physical training, which is part of the requirments, at least in New York

Well look at what a firefighter and police officer have to do, if anything they would have to be tougher than a soldier, a soldier might see action once during there career and thats withing the first 10 years, a police officer or firefighter sees action almost everytime the phone rings, if your not ready mentally and physically your going to end up dead or get someone else killed.

No it doesn't. You have to pass the physical & most likely an agility test to become a cop or firefighter. Has nothing to do with the military - they hold their own evaluations.
