How do you get you money back through Paypal from a non-sending seller?

I bought a 100 dollar book over a month ago and it was supposed to arrive in 5 days. I waited 45 days to file a complaint just like paypal told me to do. I find it confusing, what happens if the seller just says "F*** it, i'm not giving you back your money"? Since i didn't get the item and i won't be receiving the item, is there a way that paypal can pay me $100? What happens if the seller deleted his/her paypal account making it impossible for me to contact him or her?\ I'm sure there's a way that i can get all my money back in the end otherwise nobody would ever use paypal.

Read the information at PayPal and it will tell you how to ask for a refund. Report the seller with Ebay also. We fought and got a refund before. Even if the person refuses to refund you PayPal can take the money from them and refund you.
