Can I really add color information to digital image?Such as a JPEG? (theory question; any computer system. However, I don't have Mac).

Using Irfanview, I can change the color depth of a photo(any photo with more than 256K, as example), and make the picture 16 colors. After that, if I really want to I can tint or shade the picture, but I can only get a few more than 16 colors?(bits per pixel) Irfanview states it has a ceiling of 16.7 million colors in an optimal (JPEG) environment.
