Have someone sit in the vehicle and pull the hood-release handle back and hold it. Go to the front of the car and place both palms of your hands in the center of the hood right in the front where the lock mechanism is, and jam your hands downward as hard as you can and let go. Kinda like your trying to close it real hard. You might have to do this several times to get it un-jamed. Make sure whoever is in the car is pulling the hood-release handle back as you are doing this. You might even have hit it with your palms kinda hard if it don't release the first couple of times. Whatever you do don't pull up on the hood trying to open it because that will jam the lock even harder. Just jam your hands down and let go real quick and it should release or pop-up.

SmallBlock

Have someone pull on the release while you push down, and bang on the hood near the latch. Sometimes that will release a stuck latch. If that fails try to spray a hefty amount of WD-40 on the latch if possible. You may have a decent view of it from under the truck. Or try using a coat hanger to reach the latch from under the truck. If all that fails you may be able to remove the grill in front of the radiator to have a clear shot at the hood latch with a screw driver. Needless to say, when you do get it opened, oil that sucker good.
