This was about 8 years ago, I can assure you that since then another 1% of large fish have been wiped out. There are laws on the books that prevent fishermen from taking small fish. Those walls worked rather well when the seas were abundant with large adult fish. Now most of the haul in a net is small - there is nothing they can do legally (the laws are too old) to deal with the small fish. Recently Obama proposed new regulations for fishing industry here in the states, this was immediately picked up by the republicans who spun it to tell us that no one would be allowed to fish anymore. So when a politician does attempt to address it, due to politics and vote winning the issue is being buried, hidden. I bet the exact same thing is happening in Parliament and in the EU. It is not just fish. Coral reefs are dying (mostly due to the chemical fertilizers running off of farmland into rivers and streams that dump into the oceans) Reefs are were most of the fish live. Your answer lies buried deep within the EU buearocracy and I would advise you to seek there for it. If you manage to get an intelligible one - congratulations! You've managed to obtain something no-one else has managed to get. The people in government may well know, but for them it's not important. What is important is the next 4 years and keeping their jobs following the election at the end of that time. It's a numbers game, and the numbers of votes likely to be lost on this issue is proportionately unimportant. And these people are still in positions of power because there's no effective way to get them out.
