Was the political philosophy of the Declaration of Independence influenced most by John Locke?

Locke had a conception of natural rights and social contract government but Thomas Jefferson had a desire to discover new philosophical idea and new political arguments. I think it would be Jefferson's philosophical ideas that influenced it most but I could be wrong
