I had been full-time for about 3years. Then got my hours cut. So I picked up a 2nd job. I am unhappy at the 2nd job. I asked to get fired, but my boss won't do it. Can I apply for unemployment if I just quit? Technically, my full-time job cut my hours.

phone up somebody at the unemployment office and ask this question i think you should ask to be "laid off"

fired is the only way legally to get unemployment and you have to jump through hoops even after your fired to get it. you have to prove that you wernt trying to get fired and that you were doing everything you needed to and so on. technically you need to find another job lol.
