Shubunkin Goldfish acting strange when light is on. Help?

Hiya peeps. I am a 13 year old Goldfish owner. My shubunkin,(a little bit like a mini koi-fish), is acting strange when the light is on. It just floats midway between the top and bottom of the tank. It comes for food, but otherwise, just seeming absent. However, when light is switched off, it's fine. I don't want to keep it off, as my other fish like it and when the light is off it produces brown algae, and I prefer green to be honest! Any help?
