Why is the Ferrari FXX not street legal?

Why isn't the ferrari fxx or fxx evoluzion street legal?

  Because it is a race car, it was built for racing and therefor it is considered too dangerous, maby perhaps it doesnt have street-legal tires, maby because it doesnt have the features a street-legal car needs, like for example there is rules for: - How low the car lights can be. - Where the car lights must be placed. - How low a car can be. - How large windows a car needs. - Is it safe ebought. - Is it too loud? - etc there is many houdreds, maby thousand of this silly rules. But let me tell you this, the FXX was made for the track, so ferrari didnt care much about thoose rules, therefor didnt follow them..
