Every cell in an organism contains the same DNA because all the cells once originated from the original cell (the egg in humans). When you cut and regrow a part of a plant you are removing some of the genetic material and then continuing its growth separate from the source. By this reasoning you have created a living copy of the genetic material of the plant which is in essence a clone.
