Does Windows Vista Business have built-in antivirus protection?

I just got an HP laptop w/ Vista that had Norton Internet Security installed. However, Norton was causing conflicts with Windows (I couldn't get online), so HP tech support (which is lousy) told me to uninstall Norton. That got me back online, but when I asked the tech support person about antivirus protection, she told me that Windows Vista has it built in. Sort of makes me wonder why Windows is giving me a security alert telling me that I don't have virus protection enabled. If Windows does have built-in virus protection, how do I turn it on? Thanks!
