Any transfer of medical information between Providers (the legal term for caregivers) that is in support of the patient's healthcare is legal without patient authorization. The patient can, however, request that such medical records Not be sent, if they so wish. In this rare case, the doctor has 30 days (45 with extension) to show cause to deny the patient's request, or must comply.
