How to repair a floor jack?

How do you repair water damage and rust on an integral ceiling-floor construction of reinforced concrete?

  • I have a porch with a basement underneath that the floor-ceiling is constructed of steel reinforced concrete with outdoor mortared joint ceramic tile on the floor which is under a porch roof, but exposed to the elements. Portions of the steel have been exposed to water and are corroding which due to expansion from corrosion of the steel which causes the concrete chunks to be punched down from the bottom and probably loosening some of the tiles on the type. Very little water gets through but the area underneath is damp and salt deposits are visible in some locations. I would like to repair this floor and fix the tiles, since there appearance is still acceptable, but if I must repair I will. I am looking for suggestion on how to repair or replace to improve or maintain current functionality. One engineer suggested carbon fiber floor reinforcement from underneath, although this doesn't address the steel corrosion and expansion issue. Any more suggestions?
