A little more on my situation might help you refine your answer. I recently upgraded my desktop from Windows XP 32bit to Windows 7 64bit and I want to do the same to my wife's laptop without paying the cost for another full version disc. I figured I could buy an upgrade or the 'system builder' (not sure what that is) and just use the license key from that. Would that work?

Yes you can, but there are a few things that need to be done in addition and I cannot be that specific. So here are a few things you MAY have to do, install BIOS for your brand of computer, create partitions on your hard drive if you have any additional functions. I will explain the partition part of my answer. It most likely does not apply to you but here it is. My Toshiba satellite Laptop has a separate DVD PLAYER built into it. It is on my hard drive but on a separate section of the hard drive known as a partition. I installed a store bought off the shelf copy of WINDOWS XP PRO. I had to have BIOS Components downloaded from The Toshiba support website to run the computer, and I had to create a partition for the DVD player, it runs on a LINUX program. I did not do ANY of this myself, I took it to a local computer service and they did it for me, it was not that expensive , I also bought an unsupported copy of WINDOWS XP online from tiger direct or egghead or one of those companies , I cannot recall. It was like 69.00 for that copy of windows vs 249 for a Microsoft supported copy from office depot , that is your choice, should you have any problems with you operating system with an non supported copy you will have to pay Microsoft a per incident service charge when or if you call their tech support , so anyway yeah you can install a clean copy in most cases , it is nice to have one, it gets rid of a lot of computer maker preloaded junk , it sounds like you have not done this before so you might want to have a local computer service do it for you, I would avoid a service like GEEK SQUAD, they try to sell sell sell a lot of stuff and services you do not need, go to a small friendly personal service to have this done and you should be happy with the results.
