Can a college find out you've withdrawn from another college if you don't want to transfer any of your credits?

My sister did poorly on her first semester of college and she is thinking about attending a different college. She is also considering withdrawing from all of her classes since she did so poorly. She is able to apply for this other college as a freshman and not a transfer since she hasn't completed any credits. Is there any way for this college to find out that she withdrew from the other college?

im in the same situation as your sister and i am to am wondering if i can do that. i did really bad last semester and my friend said i can apply to another college and just send my high school transcript and not my previous college semester. i was just wondering if i did get caught is it bad? like the consquences?. and also would i be able to use my fiancial aid for the next college?
