Is Sikkim Manipal University affiliated from ugc?

Why have the UGC put the name of Sikkim manipal university in the public notice about fake private universities even though SMU has the approval from DEC and UGC?

  dear friend smu is not a fake university, but according to ugc act 1956, state, state open university, deemed university cannot open study centres in other states of India or cannot accept admission through franchisee, agents. they can conduct distance courses in its main campus only. the university which has been established by paliament but not by state legislative, can conduct courses all over India for example: IGNOU unversity has been established by Indian parliament so it can work all over India, but state university, deemed university cannot work beyond its main campus and cannot conduct distance education through study centres, however state university can open colleges but the management, teachers, building etc expenses will be borne by university, but cannot affiliate colleges of private persons. for more detail: visit at: www.ugc.ac.in and open the following link 'notices' and also contact to ugc official.
