after you've gotten the penny whistle for playing darts for the last time go to the guy in the boat talk to him and he will leave the boat and then go to the place where he takes you and you see the tires.NOTICE:you'll be able to go further right where the guy didn't take you on the boat and when you get there play the penny whistle and the loch ness will appear so you can take a picture of it.
