How do you put on a 2000 neon power steering pump belt?

Answer:
remove the front right tire. Look for the hex that is located behind the wheel well where the belts are. use a large hex wrench and turn it to release tension on the power steering pump/AC belt. Remove belt, replace with a new one in reverse order. There is little to no room under the hood to insert a tool to relieve tension on the belts so the opening for a hex wrench is located in the wheel well, above and to the right of the tire which has to come off.
